What is an Internal Control?

During the WP's GE2015 Hougang rally on 2 Sept 2015, Sylvia Lim had boldly declared that "...AHPETC has managed to turn things around...".
Have "things" really been "turned around"?
Sylvia Lim needs to explain her 2015 statement in contrast to what has been stated in the latest KPMG report for July 2016.
If things have indeed been turned around, then why are the Auditors stating that not only has the progress of remedying the Control Failures been slow, they have found a further 70 more control failures?
Clearly, someone is plainly lying to mislead.
